Escondido Police received reports of a man acting erratically at around 12:10 p.m. on November 26, 2025, at the intersection of Centre City Parkway and Felicita Avenue in Escondido, California.
According to officers, callers said the man was holding a knife and approaching drivers as they passed.
The man – identified by police as 54-year-old Juan Ramos – then walked north in the southbound lanes, eventually reaching the intersection of 13th Avenue and Centre City Parkway, authorities said.
Video footage shows the moment Ramos was surrounded by multiple police officers with their guns drawn, ordering him to drop the knife – moments before they open fire.
Despite multiple gunshot wounds, Ramos attempted to stand and run, and officers continue firing until he collapses and is unable to get back up.
A passerby, who witnessed the shooting and wants to remain anonymous, said: “It was like a movie, he was in the middle of the street before pulling out a knife.
“All the police surrounded him and opened fire – I couldn’t believe what I was seeing.
“Every time he was shot, he would just keep getting back up before they started shooting again.”
Ramos was then taken to a hospital, where he underwent surgery and is expected to survive his injuries.

Ramos will faces charges for assaulting a peace officer with a deadly weapon.
After the shooting, San Diego Police Homicide Detectives were called to the scene to investigate why the officers discharged their firearms.
San Diego Police Department Lieutenant Chris Tivanian said: “The man ignored the officers’ commands and ran toward the detective with the knife in his hand, prompting all three to discharge their service weapons, striking the man.
“The man fell to the ground, immediately got back up and ran toward the uniformed officers with the knife in his hand.
“This prompted a second shooting by the officers, again striking the man and causing him to fall to the ground.
“The man continued to hold onto the knife preventing officers from approaching to take him into custody and render medical aid.
“During the confrontation the man made comments indicating he wanted the officers to shoot him.”
